A 1994 survey of Russian enterprises found that enterprises have relatively stronger trading links with other enterprises of similar institutional structure. Thus state-owned enterprises (SOE's) trade relatively more with SOE's, privatized enterprises trade relatively more with privatized enterprises, and new enterprises (de novo) trade relatively more with each other. For all types of enterprises governments are a relatively important customer, accounting for about 30% of output. The federal government is the most important government customer for SOE's while city and local governments are the most important government customers for de novo firms.
