
The joint stock company KamAZ, based in Tartarstan, is the largest manufacturer of heavy trucks in the Russian Federation. It has experienced sharp declines in output, and has a significant amount of debt to the Federal Government (253.9 billion rubles debt in late 1995) and to commercial banks (1280 billion rubles debt in late 1995).
A main direction of restructuring has been diversification into new product niches. These include assembling Australian cars and manufacturing buses.
The Government of Tartarstan has adopted a resolution to facilitate part supplies for KamAZ. Local defense enterprises utilizing less that 50% of their production facilities have been instructed to expand the range of components and accessories produced for KamAZ. On December 16, 1995 the President of the Russian Federation issued a special presidential decree, "On the state support for enterprise restructuring and development of AO KamAZ". This decree extended the maturity of KamAZ's federal debt to the year 2000 and also obligated the Russian and Tartar governments to negotiate and sign special deals to extend repayment of KamAZ's commercial debt. In addition, KamAZ will be allowed to participate in "competitive bidding for state support of commercially efficient projects", to be undertaken in 1996-97.
