Economic policy in the FSU traditional favored the development of heavy industry. The service sector, which includes trade, distribution, communication, and finance, was systematically repressed. Thus the service sector in FSU economies is considerable smaller than the norm in market-oriented economies. Market forces in the FSU will push toward a downsizing of the industrial sector and the development of the service sector.
